Sall Oumar, a devoted serviceman in the Mauritanian Navy (service number 69050), was unjustly arrested on November 21, 1990, at his home in Nouadhibou by Adjudant Hassan Arbyi, Lieutenant Hati’Allah, and Navy Director Abdrahman Ould Yahya. Subjected to brutal torture, he was executed on the night of November 28–29, 1990, in Inal. Despite filing a complaint with the Supreme Court of Nouakchott in 1991, his family’s pursuit of justice was thwarted by Amnesty Law 93.23, enacted in 1993, which shielded perpetrators such as Colonel Sid’Ahmed Ould Boilil and Abdrahman Ould Lekwaar. Sall Oumar’s tragic death exemplifies the systemic injustice of the era and his family’s enduring fight for truth and accountability.
