Sall Oumar, a dedicated serviceman in the Mauritanian Navy with service number 69050, was unjustly arrested on November 21, 1990, at his home in Nouadhibou. The arrest was carried out by Adjudant Hassan Arbyi, in military uniform, accompanied by Lieutenant Hati’Allah and Abdrahman Ould Yahya, the director of the navy. Following his arrest, Sall Oumar was subjected to severe torture and ultimately executed during the night of November 28–29, 1990, in Inal.

Since 1991, his family has pursued justice through various legal channels. Their initial effort involved filing a complaint with the Supreme Court of Nouakchott, but it was dismissed following the enactment of Amnesty Law 93.23 on June 14, 1993, which effectively shielded perpetrators of such crimes. Responsibility for this heinous act lies with Colonel Sid'Ahmed Ould Boilil, commander of the Nouadhibou military region, and Abdrahman Ould Lekwaar, director of the navy. Sall Oumar’s case highlights the systemic injustice of the period and underscores the resilience of his family in their enduring fight for truth and accountability.
